It isn't my idea, but thinking about it, it could look something like the attached image.

Will need to change the download icon to say a task list icon. Maybe change the colour of the icon or something so it's clear that you need to press it again for things to begin.

The first column is the app's name, the second is the operation that you want to do with the app, and the third is the current status of the operation (happened, happening, will happen). The top applications from this list would disappear, I just put them in to show you. The current "Download queue" button could be used to access this page. When you go to an application's page, the download button should add it to the bottom of the queue. The download status bar on the app page would still display the status. It can also say, "Queued for Deletion" or "Queued for Download".

I dont know maybe you should take a look at the multiple deleting issue instead teknecal.
